Intake meeting

First it will be assessed whether the OTS serves your ecology- and technology-development needs. Secondly, a contract meeting will be scheduled.

Sign Contract

A signed OTS rental contract must be in place before activities begin. Once the agreement is in place, a start-up fee is invoiced, your plot is reserved, and preparations for the work plan begin. This is also the point at which you arrange your insurance. The plot rent will start at a later step.

Prepare work plan

During the work plan preparation, a work plan is developed by your company and reviewed by our project engineer and operational manager. The review focuses on your company’s product and project processes. For the product, the focus is on calculations, assumptions, user and build regulations, visibility, and risks. For the installation and project, the focus is on commissioning, decommissioning, and safety risks.

Submit Work plan to Rijkswaterstaat

Once the work plan is approved internally by both your company and us, it will be submitted to Rijkswaterstaat (RWS).

Work plan Approval Period 8 weeks

Once the work plan is submitted to RWS, the approval period will be up to eight weeks. Depending on the level of detail of the calculations, drawings, and risk assessment, this process may take longer. Feedback may be provided, in which case resubmission is required. The review of a resubmitted work plan typically takes less than eight weeks.

Offshore preparations

After and during the work plan approval period, the preparations for the offshore work are to be done by your company. This means finding suitable vessels, creating an installation work method statement (WMS) and transport all goods to port. We can help you with finding a vessel, finding vessel synergies with other OTS users and bring you in contact with the necessary stakeholders in the port of Scheveningen.

Submit Permit to work to ESWA

Once a vessel is contracted, a Permit to Work (PTW) from the European Seaweed Association (ESWA) is required. The PTW must be applied for at least ten days before the offshore operations. The PTW serves as your approval to carry out work on OTS. As part of the PTW application, you must provide the vessel name, captain, WMS, and inventory list. Depending on the pilot, the agreed deposit must be received in our bank account before the PTW is granted.

Offshore pilot

The pilot starts during the installation and commissioning phase. After installation, you prepare an as-built document and submit it to us. During the pilot, you test your technology, streamline your offshore processes, and monitor the learnings that you carry forward to the next offshore test. The pilot ends with the decommissioning of the site, restoring it to its original condition.

Offshore pilot review

When the site is brought back to its original condition, the contract will be formally ended and your deposit will be returned. A new contract can be signed to secure a plot for your future testing plans.
