Our Offshore Test Site (OTS) off the coast of Scheveningen is part of a European project: the Interreg NWE project Offshore Proof, led by Campus@Sea. This project connects four complementary offshore test sites in Europe: our OTS in Scheveningen, the test site in Ostend (Belgium), Heligoland (Germany), and Paimpol-Bréhat (France).
From testing to certification
Offshore Proof ensures that technologies are not only tested in practice but also validated according to harmonized test protocols. The test results provide data that can be recognized by certification bodies, allowing developments to progress more quickly and with less risk to investors, permitting, and market introduction. Therefore, the project focuses not only on testing but also on developing common standards, cross-site collaboration, training, and Communities of Practice.
Offshore Proof addresses a significant gap in the sector: the transition from testing to certification. Currently, companies can test their technology at sea, but uniform protocols and certified validation are often lacking. This makes scaling up unnecessarily difficult. Offshore Proof aims to break this barrier by mutually recognizing test results between locations, organizing certification closer to the test site, supporting developers towards market entry, and offering investors greater assurance about performance, safety, and reliability. Innovations tested in one country can thus be more easily scaled up in other countries.
A shared European effort
Offshore Proof is a shared European effort. The project is made possible by EU funding through Interreg Northwest Europe, with provincial co-financing from West Flanders and South Holland, and is supported by partners from the Netherlands, Belgium, France, and Germany, supplemented by a network of associated partners and an international advisory group. From the Offshore Test Site in Scheveningen, we are jointly building a future in which offshore renewable energy is not only innovative but also safe, scalable, and certifiable.
